Jeff Crowe from the ICC Elite Panel of Match Referees gave the penalty after Shai Hope’s team was found to be one over short, even after accounting for time allowances.
West Indies have been fined 5% of their match fee for bowling too slowly during the first ODI against England at Edgbaston, Birmingham on Thursday, May 29.
Match referee Jeff Crowe from the ICC Elite Panel gave the fine after captain Shai Hope’s team was found to be one over short of the required number, even after considering the allowed extra time.
According to Article 2.22 of the ICC Code of Conduct, which deals with slow over-rates, players are fined 5% of their match fee for each over their team fails to bowl on time.
West Indies captain Shai Hope admitted to the mistake and agreed to the penalty, so a formal hearing was not required. The charge was brought against the West Indies team by on-field umpires Kumar Dharmasena and Martin Saggers, along with third umpire Adrian Holdstock and fourth umpire Graham Lloyd.
West Indies Captain Admits Team Needs Improvement

West Indies captain Shai Hope shared his thoughts after the match, saying they didn’t get the early wickets they needed with the new ball. He explained that when a team doesn’t take wickets early, it’s hard to control the game and they end up chasing it.
Talking about their plans later in the game, he said it’s important to trust your skills. He praised Justin and Motie for doing a good job in the middle overs, but admitted that they lost control towards the end when they were trying to restrict the opposition to under 350 runs. He acknowledged that the team still has a lot to improve on.
When asked about the poor death bowling, Hope said the main issue was not the skill level but the execution. He believes the bowlers have the talent, but many of them are inexperienced, and it will take time for them to deliver under pressure.
He also spoke about the batting struggles, saying that chasing 400 runs is very difficult, and they didn’t start well in the Powerplay. Since they couldn’t get a strong beginning, they were left trying to catch up for the rest of the innings. Still, he believes the team has the ability and has shown it in recent games.
